As perhaps the most influential and all-encompassing crisis to affect the globe since WWII, the COVID-19 pandemic can be viewed as our generation’s very own mass crisis that too must be used as an opportunity to reshape and rebuild our future for the better.

As many businesses have been forced to close their doors as a result of the global disruption, it is time for our entrepreneurs to take center stage and begin laying the foundation for a thriving future global economy.

As the world shows albeit slow signs of a return to a ‘new normal’ life post-pandemic, entrepreneurs will be essential drivers to kick-start the global economy. Despite the many challenges governments, industries, and businesses face, there also lie new opportunities for entrepreneurs to take advantage to develop future jobs and roles for the economy.

Global business re-emergence in the coming years will depend heavily on innovative entrepreneurial mind-sets that favour calculated risks, leveraging of technologies, and agile methodologies to be able to adapt quickly to new and unknown challenges.

As the pandemic cut most countries at the knees, the world cannot solely rely on governments to take on the responsibility of rebuilding our economy. For all their efforts, no government is capable of devising and actioning growth strategies en masse fast enough. However, governments in developing nations are trying to provide support to entrepreneurs as local governments are unable to roll out quick business relief plans. According to the World Economic Forum, ‘results suggest that governments have an immediate opportunity to use the reset post-COVID-19 to course-correct their entrepreneurship development efforts and design policy that stimulates activity from the bottom up. To do so, they must begin by identifying the needs of local entrepreneurs”.

Now more than ever, it is up to the private sector to help carry the load and offer more viable and innovative solutions to ensure a speedy, safe, and promising economic future.

The pandemic has exposed the fragility of nations and has had detrimental effects on economies. The COVID-19 pandemic has disrupted plans, changed priorities, scrambled existing networks, and made us all aware of the fact that we cannot predict the future. The ‘World Economic Forum 2020’ had stated that digital entrepreneurs will shape the world after the COVID-19 pandemic. The pandemic had paved way for entrepreneurs to survive and stay resilient despite losing jobs and incomes and stability in their businesses and personal lives. It is therefore necessary to create individual opportunity-based entrepreneurial efforts.

Entrepreneurial persistence occurs when the entrepreneur chooses to continue with an entrepreneurial opportunity regardless of counterinfluences or enticing alternatives. The decision to persist is influenced by personal characteristics and impetus provided by the environment. The pandemic had created the ability to leverage on digital tools which have become a necessity for entrepreneurs to survive the ongoing crisis. In addition, the pandemic has accelerated the process of digital transformation across almost all sectors and initiated greater social mobility and shared value creation.

The pandemic has become a transformative moment for companies and entrepreneurs. There were many new entrepreneurs born in Malaysia during this pandemic. Although the current pandemic has had a severe impact on the global economy, the digital economy has proven instrumental in the battle against COVID-19. Entrepreneurs learnt to better leverage on the digital economy and create solutions to solve the problems of their communities so that they can have a chance to survive the crisis and even thrive in the long term.

The International Conference on Entrepreneurship Resilience and Trends: Surviving the Pandemic (ICERT 2022) is an sincere attempt by Binary University, an Entrepreneurship University to explore the state of entrepreneurship and innovation in the world amidst the Pandemic.

The conference is organized in order to explore collaborations, opportunities and challenges for achieving entrepreneurial development among all countries in the world. The COVID-19 pandemic has had significant impacts on consumer behaviour, causing profound influence in the marketing environment. New and diverse socioeconomic transformations have had a significant influence on consumer behaviour.

The global isolation in February and March 2020; unprecedented in modern times, provoked major changes in consumer buying patterns. After an unbalanced behavioral reaction in most ways, consumers have now begun to overcome challenges by adapting and accommodating; contending with the new normal. They have made radical altering daily habits as well as implemented a variety of brand and product category evaluations.

Consumer spending is now well getting back on track with household spending projected to expand. However, the return to previous consumption levels does not necessarily mean a return to the old patterns in a qualitative aspect. Consumers have adopted significant and entirely new characteristics in their purchasing behavior.

Although it is unclear whether these changes will be transient or permanent, understanding this ‘Great Consumer Paradigm Shift’ is important. It is imperative to stay on top of trends that will continue redefining commerce and leverage on the right communication message to capture a market that is evolving due to the impact of the pandemic.

According to Euro monitor International, it approximates 60% of the global population to be connected to the internet in 2022, resulting in 4.7 billion Internet users*. As such, businesses now need to be digitally driven to survive and continue thriving. This shift is necessary in order to amongst others, explore new customers, increase engagement, upend customer loyalty and better serve the growing pool of digital customers.

This Conference plans to analyse the changes in this post-pandemic consumer behaviour from a theoretical perspective – identifying potential long-term content direction and the creation of new business communication models that would help build stronger relationships with consumers.

In the context of Malaysian business environment, SMEs are expected to play an important role in developing the value chain but local SMEs are faced with tremendous challenges in view of environmental uncertainties in order to enhance their competitiveness and be on track to fulfill that expectation. To be able to rise above the challenges brought on by changes and uncertainties, a firm has to be operationally effective in which case supply chain management is considered the most popular operations strategy for improving organizational competitiveness (Gunasekaran, Lai & Cheng, 2008).

The government of Malaysia’s SME Masterplan set to achieve, by 2020, 41% GDP contribution, 23% share of exports and 65% contribution in employment. SMEs play a significant role in the country’s growth as it makes up for 97.2% of total registered businesses. In this context, the government recognized that leveraging on SMEs is critical for Malaysia’s transition into a high-income economy and developed country status. The SME Masterplan vision is to create globally competitive SMEs across all sectors.

However, based on recent data released by Department of Statistics of Malaysia (DOSM) on the SMEs’ Performance 2020, SMEs’ GDP registered a -7.3% which is lower than Malaysia’s GDP of -5.6%, whilst, the targeted and actual contribution from SMEs can be seen from the table as follows:

As seen from the data, Malaysia currently is not on track to fulfil the expectations of the SME Masterplan and deliver the growth required to achieve high income and developed country status. This is further reiterated by Bank Islam Malaysia Bhd. Chief Economist Dr. Mohd Afzanizam Abdul Rashid that taking into account the practicality, limitations and challenges, it would be hard for the SMEs’ GDP contribution to achieve 41% (The Malaysian Reserve, 2020).

 

Under conditions of uncertainty, the ability to respond swiftly to changes or disruptions particularly in supply chains would have a favorable effect on companies’ operations and competitiveness. From the practitioners’ perspective, implementing strategies to better manage the supply chain would create an edge over rivals in coping with the changing demands and supply volatility. The purpose of this conference is to verify the findings of researchers on SMEs in Malaysia that advocates the adoption of supply chain management practices that enhance flexibility and improve competitiveness.

“On Innovations in Facilities Management for Sustainable Built Environment: Prospects and Challenges

Facilities management (FM) represents one of the fastest-growing real estate and construction sectors in many developed and developing countries. While, there is increasing focus on the FM for new buildings, the same focus is needed for existing buildings as facility managers of corporations are also responsible for the operation and maintenance of assets. IFMA described Facility management (FM) as a profession that encompasses multiple disciplines to ensure functionality, comfort, safety, and efficiency of the built environment by integrating people, place, process, and technology.

Recently there has been a paradigm shift in facilities management where, starting from the commercial building managers to the government building and project bodies are riveting in maximizing effectiveness and saving money by evaluating their projects in view of the buildings life cycle cost. For this, Building Information Modelling (BIM) is considered to be a growing innovation in the construction sector and its implication in FM is prominent. Recent studies (Bortolini et al., 2016; Tahir et al., 2017; Pucko et al., 2017 and Halim et al., 2022) incorporated BIM implementation in the planning of maintenance cost for business storage facilities, in highway projects, university building management and maintenance and this shows that the need for BIM adoption is increasing. This conference will reflect those priorities by featuring innovations, solutions and perspectives on evolving developments that will help industry sector professionals understand and meet emerging challenges in maintaining and managing existing buildings.

National Education Systems requires systematic planning and implementation to enhance the capability and resilience of the public so they can face the challenges of the 21st century at the global level.(Caroline & Abdul Said 2014).  However the emergence of Covid 19 pandemic implementation and Movement Control Orders(MCO) has had a negative impact on  educational institutions. The MCOs led to the closure of schools and hence the face to face teaching and learning had to be postponed. Governments and Educational Institutions began  implementing teaching and learning using the  internet. This approach has led to some setbacks especially among the teachers.

The teachers needed to  brace themselves with the new andragogy and pedagogy as well as new approaches to teaching and learning. The quality of teaching and learning is determined by teachers and students irrespective of the school system. This  means what- ever education system is planned it will not have  any impact if the teachers are not committed and competent. Teachers need to adapt to online teaching modes which are distinctly different from conventional face to face teaching and learning. The online process is a collaborative process between teachers and their students.  In addition, the leaders of the schools need prepare  clear guidelines for the teachers when teaching online.

This conference attempts to  identify the impact of online teaching and Learning online on teachers.

“Gender Responsive Budgeting (GRB) and Gender Equity: Reality or a Pipe Dream: Global Perspectives”

Government budgets are annual financial plans that are tabled before the start of a fiscal year and are in addition to being political statements, have macroeconomic ramifications.  In addition, budgets in the past have also had differential impacts on men and women thus contributing to gender inequities.

Gender Responsive Budgeting (GRB) is a strategy that has gender equity as its ultimate goal and is aimed at ensuring that planning, budgeting and auditing activities of government contribute to gender equality. GRB not only promotes accountability and transparency in fiscal planning but also increases gender responsive participation in the budget process and attempts to advance the gender equity agenda.

GRB resonates well with SDG Goal 5 of achieving gender equality which has as its target the adoption and strengthening of policies and legislation for the promotion of gender equality and the empowerment of all women and girls at all levels. One indicator of this SDG is the proportion of countries with systems to track and make public allocations for gender equality and women’s empowerment.

GRB has tremendous potential in ensuring gender balance in polices, organisations and society and improving gender equality of opportunities and resources. However the full potential of GRB has not been achieved and gender inequalities continue to be perpetuated by government budgets. GRB continues to face challenges in terms of the availability of technical capacities and data, limited buy in and support from various stakeholders, the lack of clear multi-dimensional budgetary impact analysis and evaluation frameworks that feed directly into policy and budget cycles.

  • To examine the ways in which GRB can play a role in redressing current gender-related inequalities.
  • To investigate the consequences and effects of GRB at the individual, organizational, societal, or economic level.
  • To explore the role of various stakeholders in mobilizing government resources to achieve the implementation of GRB.

“On Working from Home: (ICWFH 2022) Hybrid Models for Remote Work Practices in the Post Pandemic Era: Prospects & Challenges

For many workers, COVID-19’s impact has depended greatly on one question: Can I work from home or am I tethered to my workplace? Quarantines, lockdowns, and self-imposed isolation have pushed tens of millions around the world to work from home, accelerating a workplace experiment that had struggled to gain traction before COVID-19 hit.

Now, well into the pandemic, the limitations and the benefits of remote work are clearer. Although many people are returning to the workplace as economies reopen—the majority could not work remotely at all—executives have indicated in surveys that hybrid models of remote work for some employees are here to stay. (BCG Report April 2021)The virus has broken through cultural and technological barriers that prevented remote work in the past, setting in motion a structural shift in where work takes place, at least for some people. The practice of working from home triggered by the COVID-19 pandemic looks set to continue beyond the health crisis. The concept of Work from Home post pandemic has been met with split views from employers and employees keeping in view both human resource management and application of information technology with fine tuning of financial management implication in organizations globally. 

Global workforce study shows, 89% of people expect their jobs to be partly remote after pandemic ends (BCG Press Release March 31,2021) . Preference to Occasionally Work from Home is nearly universal, According to a Survey of 209,000 people in 190 countries.(BCG and The Network 2021) Even manual workers will be looking for  flexibility. (BCG and Network 2021).

Three-quarters of the employees we surveyed in Germany, India, and the US who have transitioned to or remained remote during COVID-19 say that they are at least as productive in performing their individual tasks as they were before the pandemic struck.

Such anxiety is forcing many employers to either continue to allow employees to work remotely, or to implement a hybrid workplace model. (Hybrid Work Is the New Remote Work BCG April 2021 Report).
